The Fire Marshall performs difficult protective service and administrative work planning and implementing community life safety education, fire protection engineering, fire code enforcement and fire investigations, interpreting codes, analyzing construction plans, monitoring construction of buildings, inspecting buildings for code compliance, investigating the cause of fires, explosions, and chemical releases, providing feedback and evaluating assigned personnel, and maintaining records and files. Responsible duties includes: exercises supervisory responsibility over the personnel and resources assigned to the Fire Marshal’s Office; directs staff assignments and in-service training; supervises staff activities surrounding the enforcing the fire code, analyzing construction plans, evaluating fire protection systems, investigations of fires, explosions and hazardous releases; performs fire code maintenance and compliance inspections; reviews construction plans; monitors the progress of buildings under construction or renovation; ensures fire protection and alerting systems are properly designed, installed, and maintained; coordinates with the Fire Battalion Chiefs to ensure code enforcement inspections are completed; delivers instruction in fire and life safety education; coordinates community relations activities; investigates fires, false alarms, explosions, bomb threats, hazardous spills, and releases to determine their origin, cause and intent; collects evidence, interviews witnesses and suspects, pursues criminal arrests, and testifies in court proceedings and depositions; collaborates with law enforcement officials and insurance agencies; reviews inspection and investigation reports and correspondence; issues permits for special events; ensures events comply with fire code; participates as a team member of the command staff; provides technical assistance with the department’s accreditation and insurance rating; collaborate on short and long range planning; assist with department budget; and participates in the department’s continuing education program, attends professional coursework, and obtains certifications as necessary to maintain proficiency.
Hours: Full-time, first shift hours. Will be required to work outside of normal working hours in emergency situations.
To Compete in the Selection Process:
Associates degree with coursework in fire science, protection engineering, emergency management, or related field and extensive experience in fire and rescue services, code enforcement, investigation of fires, or equivalent combination of education and experience. Must have a thorough knowledge of the modern principles and techniques of fire prevention including inspection, fire hazards, and methods of eliminating hazardous conditions; comprehensive knowledge of the fire prevention code, practices, and policies; thorough knowledge of the modern principles and practices of fire investigation; thorough knowledge of flammable liquids, gases, and hazardous chemicals, proper use and storage requirements; general knowledge of electrical wiring systems and their capacities; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; mechanical aptitude; ability to plan, assign, and direct the work of subordinate employees; ability to maintain records and prepare detailed technical reports; ability to establish and maintain effective working relationships.
SPECIAL REQUIREMENTS: Possession of a valid NC driver's license, Standard Level II Fire Code Official certification and the ability to obtain probationary Level III or possession of a Standard Level III Fire Code Official upon employment, Fire Officer II certification, Fire Service Instructor II, and Fire & Life Safety Educator certifications upon employment. Must have appropriate certification or credentialing as a fire arson investigator and maintain department training and certification continuing education requirements. Out of state applicants must obtain North Carolina reciprocity for certifications and credentials. Must obtain Standard Level III Code Official certification within three years of employment. Grade 24, minimum rate $25.82 per hour.
