    Job Description

    FLSA Status: Exempt
    Inclement Weather Status: Essential

    An employee in this class serves as the City's Fire Marshal and is responsible for supervising all activities of the fire prevention division.  Responsibilities include supervision of personnel, supervision and participation in inspections and investigations, assigning work to staff, communicating new policies and procedures to prevention personnel, reviewing the division's budget, teaching prevention related classes to officers, public relations with media, and other related work.  Significant independence and judgment are required, as this employee is the highest- ranking prevention officer.  Work is performed under the general supervision of the Deputy Chief, and is reviewed for adequate inspection of buildings, public relations, and through fire investigation, through observation, feedback from the public, and review of reports, and discussion concerning the quality and effectiveness of fire prevention efforts. This classification is considered exempt in compliance with the Fair Labor Standards Act (FLSA).

    Hiring Range: $59,467.20 - $76,000.00 DOQ
    Salary Range: $59,467.20 - $98,113.60

    Examples of Duties

    • Supervising and participating in inspecting public buildings for compliance with fire codes; contacting businesses to schedule inspection appointment; explaining to building owner the process and purpose of inspections; notifying building owner of any corrective actions necessary.
    • Reviewing plans for new buildings and building additions in the city; meeting with building owners to discuss fire prevention equipment necessary in the new building.
    • Supervising and participating in surveying new buildings for compliance with fire codes; recording new building data into computer.
    • Supervising and participating in conducting fire investigations; visiting fire scene to determine the cause and origin of fire; determining the nature of the incident (accident or arson), talking with firefighters at the scene, witnesses, police officials, and others about the incident, gathering evidence, taking photographs, drawing sketches, taking notes, filing a report in reference to the incident and the recommended charge.
    • Conducting fire prevention education, demonstrating fire extinguishers and smoke detectors and helping develop escape plans.
    • Serves as fire department safety officer and is primary liaison with the North Carolina Department of Labor for the North Carolina STAR Program.
    • Preparing fire prevention division budget; monitoring yearly expenditures.
    • Supervising the compilation of reports for the prevention division, issuing permits, filing, and other general office work.
    • Performing related work as assigned.

       
    Qualifications
    • Thorough knowledge of applicable fire codes, and ability to apply standard fire codes to each building inspected.
    • Thorough knowledge of fire investigation practices; general knowledge of arson characteristics; ability to investigate fires and independently determine their cause.
    • Thorough knowledge of city geography, street locations, and hydrant locations.
    • Thorough knowledge of fire scene hazards, and related safety precautions.
    • Ability to supervise and conduct thorough inspections and investigations.
    • Ability to establish effective working relationships with business owners, the media, members of the Fire Department and the general public.
    • Ability to conduct fire prevention and fire safety training to all age groups including school age through senior citizens.
    • Ability to collaborate in a team concept with staff and other city personnel (i.e. building officials)
    • Ability to effectively supervise and mentor subordinates. 
    • Ability to represent the organization in a positive manner.

    Education and Experience
    Associate's degree in fire science or associated study is required, supplemented by baccalaureate courses and considerable experience (seven (7) to ten (10) years) in fire investigations and/or inspections is desirable.


    Special Requirements
    • Valid NC Class B Driver's License (or ability to obtain upon hiring)
    • North Carolina Fire Inspector Level III Certification or ability to obtain upon hiring (Out of State applicants will be required to verify and show proof of reciprocity or comity from the NC Code Qualifications Board)
    • Certified Firefighter 2-NFPA 1001 (IFSAC/ProBoard)

    Preferred Certifications
    • Executive Fire Officer (EFO)
    • FM or Chief Fire Officer (CFO) Designation
    • NC Fire/Arson Investigator Certification or equivalent
    • NC or National Registry Emergency Medical Technician

    Physical Requirements and Working Conditions
    Physical requirements – Work in this position is heavy work.  Good physical condition and strength to walk, run, lift, push, use firefighting equipment and have periods of heavy exertion in conditions of heat and smoke.  Ability to climb ladders, to wear an air pack, mask, and other heavy equipment, to carry large amounts of equipment or to perform rescue operations.  This employee must have the visual acuity to perform visual inspection of small defects or parts.  Good cardiovascular conditioning, strength, and flexibility for extended periods of heavy exertion, and for dealing with stress.  Good hearing ability and ability to speak over radio.

    Working conditions – This employee is subject to both inside and outside environmental conditions, including extreme heat and extreme cold.  This employee is subject to noise, vibration, and hazards including a variety of physical conditions such as proximity to moving mechanical parts, electrical current, working in high places, exposure to high heat and exposure to chemicals.  This employee is subject to atmospheric conditions that affect the respiratory system of the skin.  This employee is subject to oils.  This employee is required to wear a respirator.  This employee is occasionally in close quarters and areas that could cause claustrophobia.  This employee may be exposed to blood when providing emergency medical services.
