Organization Overview:
Cumberland County operates under the Commission-Manager form of government. The Cumberland County Commissioners are a seven-member board. Five commissioners are elected from districts and two are elected at large. Commissioners serve four-year staggered terms.
The County is regarded as a fiscally responsible, stable and well-managed government with sound budget and strong fund balance (net assets). The County has an overall budget of approximately $557 million, a property tax rate of 79.9 cents per $100 of assessed valuation and approximately 2,400 employees in 30 departments.
The County government provides services ranging from animal control to zoning, as well as strong support for the public education system. Position Overview:
Reporting to the Assistant County Manager for Environmental and Community Safety, the Emergency Services Director manages a staff of three (3) direct reports and forty-six (46) downline supervisors and employees and provides managerial and administrative oversight to the Emergency Services Department. The ESD is responsible for a budget of $4,692,025. The Emergency Services Department provides E-911 Dispatch, Fire Code Enforcement, and Emergency Management services to the residents of Cumberland County. The ESD plans, directs and coordinates a comprehensive emergency services program for the County. Serves as a key advisor to the County Board of Commissioners and County Administration, and all municipalities regarding emergency incidents and activation of Emergency Operations Center. This work significantly impacts the safety of the public and the responding agency personnel.
Manage 24/7 daily operations of the Emergency Services Department staff and ensures compliance with operational policies and protocols regarding, E-911, Fire Inspections, and Emergency Management. Responds to emergency incidents involving natural hazards, technological incidents and search and rescue activities; serves as liaison with city and county departments and agencies, schools, military installations, volunteer agencies, public assistance organizations, utility companies, weather service, telephone companies and other state and federal agencies; coordinates actions of local emergency services, operations involving non-governmental organizations and operations of forces from outside the county during a disaster.
Qualifications:
Qualifications: Bachelor's degree in emergency services or a related field; 10-15 years' progressively responsible experience in emergency services including 5 years as a manager/director in emergency services. The selected candidate will be required to obtain and maintain a valid North Carolina driver's license.
The Successful Candidate:
- has management experience in emergency management, 911 communications, and/or fire services;
- has experience in emergency service management in an urban environment with a population greater than at or near 200K and knowledge of rural/volunteer fire department services;
- has worked in a jurisdiction with a large military base/active duty military presence;
- is familiar with partial funding and oversight of PSAPs through the State of NC 911 Board;
- collaborates with other departments to ensure that County needs are met during emergencies;
- understands technology associated with 911 communication centers;
- is familiar with best practices for emergency management, fire inspections, and the operation of 911 communication centers (including accreditations);
- has experience working with a public safety task force to ensure sustainable and equitable funding and uniform fire services for all residents;
- effectively oversees an operational budget with careful strategic thinking and planning;
- proactively engages with City and other regional partners as needed;
- strategically maintains and develops partnerships with contractors and consultants;
- recognizes the diversity of citizen perceptions and concerns related to emergency services and works to develop and enhance constructive dialogue to resolve issues using sound methods that respect a variety of issues and positions;
- can relate to individuals of all backgrounds and educational levels;
- understands that the position oversees a 24/7, 365-day operation that requires leadership beyond standard business hours;
- possesses excellent skills in interpersonal and written communications, strategic planning, finance and budget development, administration and intergovernmental relations;
- proactively monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures;
- can embrace and model the County's core values of professionalism, respect, integrity, diversity and excellent customer service.

Salary range and Application Process:

Residency Requirement: Establish primary residence in Cumberland County within six months of hire is required.
