    Job Description

    An employee in this classification ensures the comprehensive administration of all aspects of fire prevention for the city, which includes public education, fire investigation, enforcement of codes, site plan review, and issuance of various city and state permits, property inspection, and evaluating built-in fire protection systems. The employee is responsible for the effective inspection of all assigned properties for the purpose of identifying fire code violations and hazards, seeking compliance with all applicable fire laws, codes and ordinances. This employee is responsible for the effective delivery of fire and life safety training to the public and shall coordinate with suppression personnel requests for displays and demonstrations. This employee shall be responsible for the effective investigation of all fires within the City of Burlington that require the services of a fire investigator during call duty assignment. This employee may also be responsible for the release of public information related to fire emergencies or fire and life safety education. Work is performed under the supervision of the Assistant Fire Chief of Fire Prevention and is reviewed through observation, reports, and annual performance evaluations on the quality and effectiveness of work performed. This classification is considered nonexempt in compliance with the Fair Labor Standards Act (FLSA).
     

    Hiring range: $43,680.00 - $49,000.00 DOQ
    Salary Range: $43,680.00 - $72,072.00


    Examples of Duties
    • Enforces codes and regulations established; ensures compliance with rules and regulations
    • Coordinates and provides instruction of public fire and life safety programs
    • Observes and makes recommendations for planning and implementing occupancy emergency evacuations.
    • Makes accurate and prompt reports
    • Maintains accurate and updated documentation of fire inspections, violations, and recommendations for possible litigation
    • Performs building and fire protection plan reviews as needed
    • Appears in court for the purpose of giving testimony
    • Assists supervisor with input for developing operating budget within division
    • Assists Fire Suppression and Fire Training divisions when requested
    • Performs origin and cause fire investigations and assists with investigations as needed
    • Provides accurate and prompt public information
    • Performs related duties as required
    Qualifications

    Knowledge, Skills, and Abilities

    • Thorough knowledge of city geography, street locations, and hydrant locations
    • Thorough knowledge of current firefighting practices and procedures
    • Thorough knowledge of firefighting hazards and related safety precautions
    • Extensive knowledge of applicable fire codes, city ordinances, and departmental SOP's
    • Understanding of applicable fire code laws and administration based on NC General Statures
    • Ability to interact with other city agencies and business owners to interpret, discuss, and mitigate fire code requirements
    • Ability to follow oral and written instructions and act quickly and calmly in emergencies
    • Ability to communicate effectively with citizens of diverse age groups
    • Extensive knowledge of fire investigation standards and guides and the ability to perform fire investigations as lead investigator and as a member of an investigative team
    • Possess strong communications skills
    • Ability to establish and maintain effective working relationship with other City employees, and the general public.


    Required Education and Experience
    High School Diploma or GED equivalency and considerable work experience in fire suppression, fire prevention or an equivalent combination of education and experience. Fire Protection Management Certificate or an Associate's degree in Fire Protection or related field is preferred.
     
    Special Requirements
    • Valid driver's license from their state of residence. The license must be appropriate for the weight of the vehicle to be driven. (Class B )
    • NC Fire Inspector II Standard Certificate
    • NC certification as Firefighter Level II
    • NC Level I Instructor
    • NC EMT – B
    • Ability to obtain the following specialized certifications:
      • NC Fire Inspector Level III
      • NC Public Fire/Life Safety Educator Certification
      • NC Fire Investigator Certification

    Physical Requirements and Working Conditions
    Physical requirements – Work in this position is heavy work, requiring exertion of in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.  This employee must have the visual acuity to be the operator of a vehicle and other equipment
     
    Work in this class is described as strenuous and frequently requires physical exertion to complete tasks and move objects. Work typically involves the ability to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, walking, pushing, pulling, fingering, grasping, feeling, and repetitive motions. This employee must have the visual acuity to be the operator of a truck and other equipment. Employee is also subject to noise, vibration, and other hazards including various physical hazards such as proximity to moving mechanical parts, electrical current, working in high places, exposure to chemicals, oils, and greases, and blood borne pathogens when providing emergency medical services. Employee is subject to atmospheric conditions that may affect respiratory system of the skin and may be required to wear a respirator. Employee is frequently in close quarters and areas which could cause claustrophobia. Employee is subject to inside and outside environmental conditions, including extreme heat and extreme cold.
